Mr. Solomon worked for over 14 years with SHL Systemhouse Ltd. in roles ranging from programmer, systems analyst, business analyst, project manager, manager of systems integration, and client services manager. When he left SHL he was responsible for delivery oversight of multiple projects.

Since the creation of ESA he has expanded on this experience working in partnership with Systron Projects Inc., Systems By Design Ltd. and Pangaea Systems.

National Safety Code – NSC Web & Compliance System Development (June 2013 - Jan 2016)

Mr. Solomon was the project manager for the NSC Web and Compliance development project. Working with the NSC Business Area, Ministry Information Systems Branch, and systems development contractors he was responsible for project planning, issues management, reporting of project financials, project status reporting and other project tasks as required.

National Safety Code – Feasibility Assessment (Mar 2013 - June 2013)

Working as a Business Analyst, Mr. Solomon conducted a feasibility assessment for a systems development project with the goal of determining if a new replacement system could be built within the allotted capital budget and time frame. The work involved reviewing high level requirements, conducting a gap analysis, identifying risks and constraints, developing a function point estimate, creating a business case and presenting options to the management team.

(Feb 2010 - May 2012)

Worked with Licensing Business Services on the Impaired Driving Enhancement Program which supported the BC Government's stricter impaired driving laws. Mr. Solomon worked with LBS staff to produce the business case to secure project funding; participated in the development of the business requirements and was the implementation lead for the first phase of the project. He created business cases, business requirements, implementation plans and briefing documents as part of this project.

Mr. Solomon produced two business cases for the design, development and implementation for multiple articles of the Canadian Driver's Licence Agreement. The work involved conducting interviews with the business areas to confirm requirements, time estimates and identifying risks and issues. He then created project plans and resource estimates, business case documents and high level presentations for the VP of Driver Licensing.

(Nov 2008 - July 2009)

Mr. Solomon was the implementation lead for the Enhanced Driver's Licence project. On this project he worked with the ICBC team to ensure a successful rollout by creating an implementation plan, developing test strategies, executing test scripts, acting as a liaison between ICBC, Canada Border Services Agency staff, and the US Customs and Border Protection staff to ensure that all parties’ requirements and schedules were met. During this project he was also acting Project Manager for a 3 week period.

Mr. Solomon was a business analyst on the the latest generation of the Digital Identification Project which produced the next generation of BCDL and BCID cards. On this project he developed risk assessments, a business case, a requirements document for the Facial Recognition components of the system, impact assessment documents, and was responsible for a set of implementation tasks.

During this project Mr. Solomon created an options paper researching biometric technology and its use in fraud prevention.

(Sept 2000 - May 2001)

Mr. Solomon was a business analyst and the business team lead responsible for the development of the Digital Picture Identification business requirements document. As part of the scope of this contract, Mr. Solomon developed a Request for Proposal to acquire new image capture equipment for the province's licensing points of service. The work included writing the RFP, developing business process flows, developing fact models, and conducting interviews and workshops with a wide cross section of ICBC partners to finalize the requirements document.

Working with ICBC Licensing Programs, ISD staff, and policy and finance staff Mr. Solomon developed a business case for the next generation of digital identification cards and image capture equipment for the province. This effort included writing a request for information and managing the vendor response process, developing the business case model and preliminary budgets, conducting workshops with ICBC staff, and preparing presentations to secure project funding and approval from various levels of management, including the ICBC executive management committee.

(Apr 1998 - June 1999)

Mr. Solomon was a member of the Licensing Operations Planning and Change Management Team. Mr. Solomon was project manager of three projects during this time, the largest of which was a provincial rollout of an Automated Drivers Knowledge Testing system. Duties included: developing business requirements; writing a Request for Proposal; coordinating vendor evaluation sessions; creating scripts for lab demonstrations; developing project plans; working with Corporate Law to create vendor contracts; facilitating sessions with ICBC staff to create operational policy; working with Government and Appointed Agent offices to coordinate tenant improvements and cabling; ordering equipment; managing implementation teams; and managing project accounting through SAP.

Mr. Solomon worked as a business analyst on the BC Public Health Information Project (BC PHIP). This project will eventually implement the federal Panorama Health Surveillance system in BC. During the project he led analysis workshops and contributed to the development of requirements documents, project plans, training materials and other deliverables. He provided support to various advisory groups and the management and steering committees.

Mr. Solomon also worked extensively with the Aggregated Health Information Project (AHIP). He assisted with the interviewing MoH staff and managers to document the current workflow and issues as they related to information management requests. This work provided input to an Executive Presentation outlining the overall AHIP strategy and vision. He also helped develop the vision and strategy documents and worked on several other project deliverables.

From May to October 2004 he participated in the development of a Conceptual Solutions Architecture (CSA) for a Public Health Surveillance System. He managed an RFP process to obtain a pan Canadian firm to conduct a Needs Assessment, as well as contributed to the development of the CSA document. He worked with staff from the Ministry, other provincial jurisdictions, vendors and Canada Health Infoway.

Providing Business Analysis services to the Ministry including refining business process scenarios used to document project partner and CCRA workflows as they relate to the BC Hub.

Mr. Solomon was the project manager/business analyst for the Post Secondary Institution Proposal system developed using Oracle i-Portal. Mr. Solomon was responsible for the creation of the charter and project plans and day-to-day project management. He was also responsible for the creation of the Business Requirements Document that outlines the workflow processing, business rules, function model, conceptual data model, web site storyboards, and security mapping.

Provided project management of a four person team that successfully created custom Oracle Designer 6i standards, converted the existing application inventory and trained the Ministry's ISB staff.

Working in conjunction with Systems by Design Ltd., Mr. Solomon was the Project Manager for the Digital Road Atlas 2 Requirements Analysis project. The project involved working with the Base Mapping and Geomatic Services Branch project manager and project team and key stakeholder groups. Mr. Solomon participated in conducting interviews and workshops to gather and document the business requirements for the use of digital road data and was responsible for quality assurance of the deliverables. He also worked with the project team to develop delivery options for the next phase of the project.

Working with Q-Test Technologies Ltd., Mr. Solomon was the Project Manager for the statewide roll out of an Automated Knowledge Testing System. This project involved managing NDDOT staff as well as Q-Test development staff and subcontractors. Duties included presentations to client management team, negotiating and creating contracting agreements, establishing project schedules, confirming business requirements, reviewing deliverables and day-to-day project management tasks including project budgeting, status reporting, and problem resolution.

Mr. Solomon managed a group of eleven ISB staff for the Pharmacare/Pharmanet program. He was responsible for the planning and co-ordination of operational job orders as well as planning longer-term projects for the group. He introduced project reporting, project planning and time tracking techniques into the environment. Duties included working with various groups within the organization to determine requirements and service levels, change control planning, supervision of disaster recovery planning, and other operational tasks. He also worked with outside consultants and vendors to provide services to the program.

Mr. Solomon was the project manager for a team of five staff working with the Business Design Branch of the Ministry to develop a field data capture system for harvest and road inspections. He was responsible for contract negotiations, project planning, estimating, and requirements analysis

Mr. Solomon was part of a three-member team, which created an information management plan for 19 Wing Comox. He developed sections of the plan dealing with support services, strategic computing and future project initiatives.

Mr. Solomon conducted a risk analysis for the Corporate Accounting System. He utilized the Canadian Institute of Chartered Accountants risk and control guidelines as well as risk and control measures outlined in the Systemhouse methodology.

Mr. Solomon managed three projects within the Ministry. He worked with the Timber Harvesting Branch in the development of a Road Permit Management System and participated in the analysis and design of the system. He managed a three-person team.

Mr. Solomon worked for the Valuation Branch conducting a feasibility study for a technical evaluation of data transfers for the Tally Ledgering System.

Mr. Solomon worked on developing a client/server application development framework for the IS Branch within the Ministry. The project involved gathering relevant standards and procedures and making them available to new developers via an on-line help facility.

Mr. Solomon was responsible for the creation of detailed project plans for a development team of over 80 people. Three separate project plans were developed for distinct portions of the Delta Skymiles Re-engineering project. Mr. Solomon met with the project director, project manager, team leaders, and Delta staff and compiled the results of the meetings for use in the project plans. The project plans were created using Project Workbench for Windows.

Mr. Solomon was the project manager of a four-person team that designed, developed and implemented a Snow Avalanche & Weather System for the Ministry over a wide area network. Mr. Solomon was involved with the project from the proposal stage onward. He provided overall project management, established GUI design standards, created design deliverables, facilitated Joint Application Design sessions, and conducted system tests of the software.

Mr. Solomon worked on the Business System Design for the criminal subsystem functions within an Integrated Case Processing System being designed for the province. He conducted design sessions, worked with Ministry staff and other consultants on the development of a prototype system, and coordinated the production of the design document. He also worked with the Ministry to develop a business case to prove the system's cost benefit.

Mr. Solomon was the project manager of three simultaneous projects at the Assessor's Office: Installing a Novell Token Ring LAN; conducting a Requirements Definition; and transferring VAX computer operations from the Assessor's Office to the County Data Processing staff. Duties included creating project plans, scope control, status and time reporting, tracking project actuals, establishing and managing steering committees, and ensuring deliverables and milestones were delivered on time and within budget.
